Finland's Online Casino Shake-Up: What Players Should Look for Before the 2027 Market Opens

Finland is between two systems. The old monopoly, run by Veikkaus, is still the only legal operator inside the country until 30 June 2027. The new licensing regime, passed by the Finnish Parliament in December 2025 and signed into law in January 2026, opens online betting, online slots, online casino games and money bingo to private operators from 1 July 2027.     login.
*  Cross-operator self-exclusion, so a block registered with one
    licensed operator applies across all of them.
*   Deposit and loss limits set by the player, with defaults
    defined in secondary regulation.
*   Active monitoring for signs of problem gambling, with an
    obligation to intervene.
*   Advertising limits, including a ban on influencer marketing
    and tighter rules around high-risk products.
 
These obligations do not apply to offshore operators. A Finnish player using an unlicensed international brand today has no access to the cross-operator self-exclusion register that will exist in 2027, because the register does not exist yet either.
 
What Finnish Players Should Watch Between Now and July 2027
 
The practical takeaway is timing. Until 30 June 2027, Veikkaus is the only operator legally authorised to run gambling services in Finland; any international online casino sites accepting Finnish players until then are doing so outside the Finnish system. From 1 July 2027, the picture changes, but only for operators that actually receive a Finnish licence.
